Could you have a tech that takes its cooldown period before using the tech in question? For example you charge the tech in one post and fire it in the second for a T4, or maybe something like needing to load a musket style weapon or a cannon before firing it?

Not staff but hey here's some two cents.
I feel like this shouldn't be too much of an issue, but doesn't offer much apart from aesthetics. Since the technique guide says you can't have a tech modify a tech's tier, I propose allowing techs that can be "charged" to bypass this rule and only be able to be used on that tech. For example, think of Mega Man's arm cannon. You have the pellet shots, a medium charge and a Charge Shot. The original tech could be, for example, a tier III pellet shot and if charged for a certain amount of posts, could raise up to a Tier IV Charge Shot.
Just my two cents but I feel like this is how that sort of thing should be handled.

This is in no way an official answer. But I would probably say no. Within the scenario you described you would basically be capable of waiting a post, using a tier IV, then immediately use another tier IV, which we don't allow.
As per your question on the musket thing. Ammunition functions separately from the cooldown system but requires item creation to make and often graded on a case to case basis.

Actually regarding cooldowns. Quick question from me while you are here. Do One-Use Items invoke cooldowns?

What if the cooldown is still applied after the charge technique? The cooldown and one post wait time would be the weakness to it, but it would allow a T3 to become a T4 or what have you.

They do not. But they have other requirements and are graded case by case in most instances.
