It says that for Mod Souls that when they use Oversoul the tiers of their Soul Release techs can be increased appropriately, however buffing techs are capped by the level of release, not the tier. If I have a buffing soul release tech that gives x3 to a stat normally, would I be able to have it so that it gives x4 or x5 while in Oversoul, or am I limited to x3 even with the increase from Oversoul?

Well, keep in mind that a Mod Soul's release ability already grants them an strength/speed boost based on the mastery level, up to x3 at mastered. Oversoul is a bankai level release, so yeah, you'll be able to bump it up to x4 or even x5 with the appropriate tier. Keep in mind though that x4 and x5 will not be a passive buff.
