It says in the race guide that they can't but I feel like this is a mistake with the race guide.
1) All the other races capable of speccing item creation can start with it.
2) They used to be able to start with it.
3) In the Item Creation guide it stills says that they can start with it.
4) There was only one Item Creation guide that needed to be made. In contrast there were a lot of race guides that needed to be made, most of which CAN'T start with item creation. I don't think it's unreasonable to consider that this might be a simple mistake resulting from having to do, what, a dozen of those things? All of which follow the same general layout.
5) If the argument is that a Mod Soul on the run wouldn't have access to the supplies necessary to tech up enough to start with item creation then I would point out that there's nothing in the Quincy guide which requires such a thing for their Item Creation. One of them could be a fugitive on the run and still start with Item Creation unlocked. Also, the Mod Souls have been around for 100 years. One could easily get the supplies needed to represent that.
So, as I said, Can Mod Souls still start with Item Creation and if they can not then I would very much like to hear the reason why.
