I can see why these techniques don't have a CD, but there's no real point in having a duration for a technique that has no cooldown when it can just be used again. Might I suggest either adding a one post minimum cooldown on, at the very least, tier III techniques so there's a bit of a reprieve? Either that, or I'd say to get rid of the necessity of durations on Tier III and below.

The purpose of the duration is that you have to re-cast your technique when it ends. It may seem trivial but you might not be able to do that if it runs out when you're in the heat of combat and an opponent can take advantage of the distraction.

Also for things like shields or similar abilities you'd want them to last longer so you don't have to continuously use them every post and waste actions. This is one of the major benefits of tier III techs in that you can use them, have a duration where you don't have to worry about them and then re-use them immediately after the duration ends.
