I would have to disagree since that rule only applies to instances where a character has all his Masteries at Mastered in which case he has the option of bumping down one Mastery to Advanced and increase another to Specialized. Otherwise, training one Mastery to Specialized caps another Mastery at Advanced. In my case, since I have not trained my character's Reiatsu Techniques Mastery to Mastered which remains at Advanced, that shall be permanently restricted to that level in favor of a Specialized Hand-to-Hand Mastery which I have trained in. Here is the provision in question.

Specialised masteries are a level above Mastered and are attainable for any Mastery (exceptions listed below) at [HL-A]. You only get one of these masteries, and when you get it another mastery of your choice is capped to Advanced level. They can only be acquired two ways:
1) Training in character (you cannot spend plot points to get it)

2) If you have two Masteries that are Mastered, you can raise one of them to Specialised if you lower the other Mastered Mastery to Advanced.
