Name: Spacial Stepping Class: Stepping Tier: II-VII Type: Supplementary/Defensive Range: 0-100 Meters Description: A spacial distortion occurs while Ellis performs Bringer Light. This distortion teleports Elis anywhere within one hundred meters from her current position. Simply moving a limb or bodily portions via teleportation are also possible, but only in a defensive manner and it still remains connected to her body via spacial dislocation. Merely phasing through objects/techniques becomes possibility by dislocating herself from space while she becomes seemingly transparent, however, equal or greater Advantages are required in order to pass through. Dislocating techniques, not of her own, do not hold their full power but, instead, are weakened. Advantages greater than her own causes a disruption in her technique and her to take damage. In a situation Ellis is trapped within a sealed space, such as a dimensional barrier, she can utilize Distortion to pass through. Dislocation also requires Ellis to have physical contact with said object/technique. However, as noted by Spacial Knowledge's perk she cannot pass through the three realms; merely go back to the realm she was previously. Maximum distance traveled can include any distance within the current realm she resides in, however, this portion cannot be used in combat.

You can't have both of these techs; the second tech is maximum tier V, and requires a different spec perk to Spatial Knowledge (I think it's called light steps, or something)

Noooo you've misunderstood.
Bringer's Light is a technique. When it says "stepping techniques" in the context above it only refers to the base steps of each race; Shunpo, Sonido, Hirenkyaku, Bringer's Light, and custom derivatives for other races.
Apart from the spec perk, Bringer's Light is the only step tech which can be used offensively. You are trying to make a stepping variant tech, and your character's base step is Bringer's Light.
If you were able to make this tech it would be like getting a free Grand Perk that was even more powerful than the Grand Perk itself.

It cannot be referring to the base technique because it says stepping techniques. Even if Bringer's Light is a stepping technique itself so is Shunpo. The rule is misleading if Bringer's Light can be used offensively without techniques. In this case that rule needs to be expanded on describing what can be done with Bringer Light. One being like kicking as Ichigo did against that Book/Memory Altering Fullbringer.

Yes it can because the base techniques are still techniques.
The rule is because yeah, Bringer's Light can be used to help you kick people etc. it has nothing to do with stepping techniques like utsusemi etc. which you need the perk to make. (and can only be tier V max).
So yeah, still can't approve.

NB: the rule has been changed as a result of this technique. There is now no mention of exceptions under the rules. You can use soul comm to enhance your kick (since that's basically all bringer light is) but not at step speeds any more.
But yes, that was the old rule.
