So this ends up being a few questions with a few back ups partly infused into it. As the title suggest I was wondering if one could ICly buy Naruki city. This of course being covered either in the character's history as to how they even got the money to buy everything or most the city and have kept it under their name all this time. Or through Plot as they go around to different places with OCs who own something in Naruki, or a few NPCs played by others as they try to buy the city. I'm mostly wondering if it could be possible to buy the city for later plots as people either try to take the city from said person or they expand the city. Question number two, how much IC work do you think it would take a group of people to effectively take over Naruki city. Through using black mail, threats, killing those that refuse to hand the city over, and just take it by force. If they went with this method what would be the odds of Soul society stepping into the mix if there was little or no sign of anyone using reiatsu or reishi during this hostile takeover? (This question mostly asked if question one above was flat denied.) In the end both questions sum up to can I take Naruki, and how can I do it if I can? The last question I have for staff and members is the current state of Naruki city. I know there was a Sub Shinigami who had a dojo in the city, but nothing else comes to mind. Does anyone else have something in Naruki city like their character's home or place they own. Is there anyone I would need to deal with if either of the base question is green lighted. Be it trying to ICly buy them out, or buy their support, or who I would need to beat down to fully show that Naruki is my city!

Yeah no. Naruki is considered to be kind of like the bleach canon version of Tokyo in the real world. While there are no exact estimates on this for Tokyo, for the sake of this argument I'll compare it to NYC. Its is speculated that just the residential property in a NYC would cost around 1.5 trillion dollars, more money then the top 50 richest people in the world have together.
So yeah no buying cities.
You might potentially be able to take over an existing important place in the city or make your own. But both would require extensive plot, not just saying your character is rich in their profile.

How extensive of a plot are we talking about? Say she wanted to take the old Xcution mansion? Or just make her own mansion in Naruki city?

Making your own Mansion I'd argue is easy enough. Granted you'd probably have to have this character actually make very good use of it to merit a sub-board being made for it. However the length of the plot for claiming ownership may or may not depend on any other characters deciding they want to contest your ownership.

Lots of people have their own homes, businesses, etc.... in canon areas. Getting a separate board for it is a separate thing entirely tho.

Ok then ... If i'm allowed to ask a different question in the same thread then what is below would be the question. If not just move the thread to the old questions.
If I was to try and have a Bount who's Doll used Summons (two) would the doll still be able to have their own techniques? If a Doll can have summons how would one make reference to the summons (Just a tech in the release with N/A) for the tier or in the 'doll appearance' section?

erm, I'd have to see the techs. But doll=zan so you can still have summons along with the doll that follow normal summon rules. The benefit of the release summon is its masteries get the additional advantages of release (its techniques do not), and also that you may have a single release technique that can summon any of your pool of summons instead of a different summon tech for each. For more info see the summon's section in the tech guide.
