Name: Hydrophobia
Class: Release
Tier: IV
Type:Defensive/Illusion
Range: 50 Meters
Description: Kvothe can activate this ability to cause water to race out at cero speeds in an area of his choosing within range, essentially flooding the area. This body of water has a depth of about 4 meters and is not subject to the normal laws of physics; for example, if Kvothe floods an area in the air the water can stay there if he so chooses. Upon hitting it's max range the water stops as though a wall were containing it. With no obstructions, the water would appear as a 50 meter cube that is 4 meters high. This flood is laced with Kvothe’s reiatsu and coming in contact with it instills a fear of drowning and water itself in the afflicted while striping them of their ability to swim; from that point onward coming into contact with any source of water will cause an advantage based stun. As the fear serves no purpose but to stun the target, relative levels of fear are proportionate to the stun guide. This stun cannot be triggered more than once on the same target within 3 posts. As with all of Kvothe’s abilities, this one is affected by Ripples: Kvothe becomes oil and the world becomes water; whether decelerated or accelerated, Kvothe becomes coated in a thin layer of the water-reiatsu mixture. When decelerated, the mixture causes attacks blocked from Hydrophobic targets to slide off of Kvothe reducing the post duration of this tech rather than damaging him. When accelerated, the mixture causes ranged attacks from Hydrophobic targets more than 15 meters away from Kvothe to curve around him. This Technique has a duration of 6 posts and when it ends, water from the flood disappears as does the fear instilled in the target(s). This technique can be overcome when Kvothe is at lower advantages.

Max range is 50m radius, 100m diameter. Not exactly sure what radial meters is.
Also flood is very subjective here so im going to need some dimensions, or at least a comparison as to how big the body of water is, as well as how fast it moves.

Added speeds and clarified dimensions at least I hope this is more clear.

It is thank you, lastly you mention that the water instills a fear od drowning, that reads more like an illusion rather than simply just a defensive type tech so i'd suggest changing the tech type to defensive/illusion to accommodate that effect , do also note that relevant levels of fear would need to be accounted for in an advantage table.

Alright, I've made the changes. I made the fear proportionate to the stun rather than writing an advantage table from scratch since the fear of water leads to said stun.
