Can custom stepping techs produce no light or sound despite the tech guide stating they can't? Staff's answer required.

For reference, this refers to using the perk from specced stepping to have it not produce light / sound.

if there's a special perk for it, I don't think you can get away with making a no light/sound stepping tech when you're not spec'd stepping.

if there's a special perk for it, I don't think you can get away with making a no light/sound stepping tech when you're not spec'd stepping. This means. Yes, you can make such a tech for a character if your character is specced stepping.
