So for races such as Mod Souls, humans, etc. that don't get to start with a stepping technique and have to learn it IC, is it possible to purchase this stepping technique with PP or do they have to train said technique IC? Just wondering since you know, it's just another tier I tech basically.

But the stepping mastery isn't locked, it's just the technique isn't available to the character. So what I'm wondering is does that mean the very first stepping technique they learn have to be trained IC and then any tech they make at mastered can be purchased or can you just purchase all the stepping techniques?

As Tesla just said, you have to ICly train your High Speed Movement technique. Step techs available at mastered can be purchased like any other.

No Senta, Tesla said the mastery has to be trained to be unlocked. The stepping mastery is never locked. Things such as shunpo and Sonido are just techniques governed by said mastery. The race guides for Mod Souls, Humans, and Bounts all state that these races can learn stepping techniques by first seeing one and mimicking it to create their own variant. Nothing said they have to wait until mastered for their initial stepping technique, they probably can't have any special effects save for aesthetic stuff like they turn into snow or sand when stepping, but that's probably it. Another example would be how hollows and shinigami auto gain their stepping technique at a certain rank which would mean they never had it before, but it wouldn't need to be purchased or have them waiting until mastered to gain their initial stepping technique. So my question is, seeing as this mastery isn't locked period, can this stepping technique be bought or not. Not the mastery, just the technique themselves. Would it not be the same as if you went and purchased a tier I rei tech or kidou?

I mean I get what Tesla is saying, I can read, but these races are already limited in the fact that they can't even try to learn high speed movement without first seeing someone else use it (Which on this site where a lot of people don't really do PvP or anything that really requires them to use Shunpo, etc., could be a long time) while most other races just get it as a freebie once they hit a certain rank. In the case of Quincy who has to learn it at ML, they at least don't need to wait to witness it. A mod soul could probably get to mastered or spec stepping without ever having a stepping tech by using PP, but they still wouldn't be able to gain one at that point if they still have never seen it use. So then they would still have to train it IC, instead of being able to purchase it with PP as Senta said?
If that's the case I think they should at least be given the option of using PP to learn that initial stepping tech or training it IC, then after that they can't gain anymore variants until mastered.

Because the Stepping mastery does not solely govern Stepping techniques, it governs overall speed/agility. You can purchase mastery ups with PP in the Stepping mastery but you cannot purchase a custom step until you've met the requirements and gained it IC. From that point onward, theoretically you could buy other Stepping techniques with PP because you've met the IC requirements.
