So if sensory techs are all illusions now and can be used as a release tech. What's up with the rei control passives that some people would usually use to cover that part of their characters backside.

They would be allowed within reason, so long as they didn't violate the current rules. They wouldn't, for example, be allowed to buff your normal senses because that is restricted to release. As with all things its case by case and we'd have to see the tech to decide if its ok in new system. If you have problems with the techniques of specific people feel free to PM them to myself or one of the other staff.

That's another thing, wouldn't the buffing of senses fall under the rules for buffing instead of illusions since you'd actually be increasing the proficiency of that sense, whereas with an illusion you should only be able to play mental games with people basically. I just don't understand why buffing senses were made to follow illusion rules when you aren't tricking yourself into sensing anything or doing any mental manipulation at all.

No, because the rules regarding buffs are intended as buffs to physical techniques. A 3x buff gives you an additional advantage that is added to techniques that rely on your physical strength which would allow it to fit into the advantage system. The problem with the sensory stuff (as I understand it from moderator discussions) was that it, in many ways, went around the advantage system, allowing someone to border on, or in some cases just strait achieve omni-awareness of their surroundings via buffing their senses incredible levels.
