MASTERY IMPROVEMENT
Mastery: Hand to Hand.
Current Mastery Level: Beginner.
Desired Mastery Level: Below Average
Reason: Delicious plot points.
As shown in the improvement guide. My character has the necessary mastery levels needed. All but two of the core skill are above average. With Weapon Skill at Average and Hand to Hand at beginner. If this is approved, could you just unlock Blut at beginner and add both the Blut and the Quincy stepping tech? (And I promise not to pester you for a while since I am happy enough just to be at the average baseline for a lot of characters) |

You're required 21 points minimum for ML ranking. You have 20.5. Remember since Seiren and Item Creation are optional masteries and not required for max rank they actually only count as 1/2 the points they normally would.

You will auto-gain the step tech, however Blut you need to ICly unlock it can be done through simple thread through the methods described in the improvement guide for Blut (either veine or artier)
The Rank increase is fine though as well now. It's just the Blut that won't be able to happen this way.
