I have a question for the admins or whoever can answer it frankly. I remember in the old site there was a specific outline for how significant gaps in stepping technique masteries was either due to the mastery itself or rank differences. The new system doesn't seem to explain anything regarding that as far as I can find so I would like to know if there is an established means of determining how much faster someone's flash stepping, sonido and such is than your own.

Stepping differentials are handled exclusively by measuring the masteries between the two.
Additionally (in canon, i'm not sure if this applies on site), hirenkyaku (Quincy stepping) is known to be faster and more efficient (partially do to sound produced by the step and mechanical use of the step) than shunpo. Then comes sonido, then comes the other races with their custom adapted steps.
tldr; Steps differences are between masteries. Hirenkyaku > Shunpo > Sonido > Mortal Races & Bounts custom steps

All steps on site are equal and dependent on mastery.
I think what Crennos was asking was "How much faster is one mastery compared to the next?"
And I'd say the answer lies in the race guides.
