Healing isn't a tech centric mastery actually. It just has a requirement level for mastered and specialized. However healing kido do count in increasing your tech centric points for kido. So you might have.enough for a mastery increase in that respect

so... above average? advanced? I know to have mastered I need two tier VI abilities and 30 tech points, however the max I can get is tier IV at average, but with all those abilities I'd be at 23 points. adding on two tier VI will put me above 30 points, which would put me at mastered, so I believe advanced would be where I am atm?

What I mean is you need to level healing like any other mastery, through pp or training threads. There is only a requirement needed to reach max and spec'd, this does not auto-gain said rank simple requires it to be able to get it.
However Kidou itself (not the healing mastery) is tech-centric so your healing kidou count towards that mastery. Adding those kidou then could put you at a higher mastery for kidou depending on how many points you have overall.
So Kidou mastery is potentially something you can increase now, but Healing will need to be either via pp or through a training thread etc.
I hope that makes more sense, sorry for the confusion.

it doesn't say its a requirement, it says its an exciting way to do so, but just having new spells and methods work as well.

Please note as above that just learning techs will not simply increase your mastery level unless it is a tech-centric mastery. They do as the description you quoted help show improvement in threads along with training exercises etc. I'm sorry if the wording is a bit confusing we can edit that if you see it as a problem in the future for this kind of thing.
