Name: Wind Cutter Class: Weapon Skill Tier: VII Type: Offensive
Range: 100 Meters Description: Shiro assumes a steady stance, pulling her weapon to an angle behind herself in both hands. Exhaling, she breathes and clears her mind. With a blindingly fast motion she then swings her weapon with deadly efficiency, sending out a razor sharp wave of force at a 45 degree line across the angle in which she swings. This force travels at Cero speed and cuts through anything and everything in its path, dealing Tier VII damage to terrain or opponents. Unfortunately, due to the nature of this attack's qualities, damage drops off significantly after reaching its peek distance of 40 meters. Damage is reduced by one tier for every 10 meters beyond 40, falling to a minimum of Tier I damage at 100 meters. Drawbacks: This ability can only be used with a bladed weapon. Damage Tier of this ability drops off by I every 10 meters passed 40 to a minimum damage strength of Tier I at 100 Meters. Continuous use of this ability without resting causes muscle strain and reduces Shiro's strength by x2 for 4 rounds. (The user may wait an additional 3 rounds beyond this ability's cooldown duration to avoid incurring the strength penalty) If Shiro doesn't wait an additional 3 (Total of 6 including cooldown) rounds between each use of this ability then the penalty is increased to x3 strength and then x4. At x4 the penalty becomes permanent until the end of the current RP session.

Name: Industria Clipeum Class: Reiryoku Techniques Tier: IV / VI Type: Defensive Range: Self Duration: 1 Cooldown: 1 / 3 Description: Shiro creates for herself, a shield of energy around a portion of her left arm that is reminiscent of many shields of old. It's appearance can be made to be as small as a buckler or as large as a tower shield but the effects remain the same. As a tier IV defensive barrier the shield activates instantly and lasts for 1 round and can be used to force a clash with any damaging incoming physical or energy based attack. If Shiro is able to beat an opponent's melee attack by at least three advantages then the shield forces the opponent away, knocking them back up to 15 meters. If the attack is a ranged physical or energy based attack, the shield may deflect the attack back at the opponent at a reduced speed and tier. In certain situations Shiro may force her shield to become a barrier against attacks instead. When this is done the shield becomes a complete defensive dome of energy around Shiro that lasts for 1 round and raises the tier defense of this ability to VI. Drawbacks: If used as Tier VI then the Tier IV version of this ability cannot be activated again until the full Tier VI cooldown has completed.

Name: Wind Cutter Abilities that specifically decrease your cooldown are not allowed, sorry. If Shiro doesn't wait the additional 3 rounds between each use of this ability then the penalty is increased to x3 strength and then x4.
Name: Industria Clipeum This technique either needs the 1 post duration or just a mention that it is instantaneous. You can't have it active indefinitely as a Tier IV defense without a cooldown.

There is no mention of reduced cooldown... The description says it incurs the strength penalty if Shiro uses the ability again right after cooldown is over:
For example:-Cooldown is 3 rounds. On round 6 shiro uses the ability again = x2 strength reduction. -Cooldown is 3 rounds. On round 7 shiro uses the ability again = no strength penalty occurs. Industria Clipeum-Reduced Duration to 1 round for Tier IV and VI versions -Cooldown for Tier IV set to 1 -Cooldown for Tier VI set to 3
