Condition:

The ring of the sealing arts makes its wearer immune to any attempts to seal their kido. It cannot be used simultaneously with any other Hirashi regalia items. Name: 指輪の統率 (Yubiwa no Tōsotsu) [Ring of leadership]
Type: Item - Standard
Tier: VII
Condition:
Description: This is an ancient Hirashi regalia. It resembles a beautiful, platinum ring with a pink star diamond set in it. The ring of leadership can only be worn by the shinigami acknowledged as the Grand Kido Chief, the shinigami with the strongest kido in all of soul society. It is able to track all of the other Hirashi regalia. The power of the ring of leadership is to control the powers of the other rings, and make deals with their wearers, and establish conditions for them. This is done via verbal contract, after which the wearer of the ring of leadership and the other ringbearer shake hands, thus giving the other ring its power. The consequences for breaking the contract can range from loss of power of the ring, to death of its wearer. The conditions must be approved by both parties ICly (implying OOC agreement as well).
The ring of leadership has another function. It can "store" up to four Kido per thread which can then be re-cast at any time. Casting the Kido in the first instance is the same as casting a spell regularly, and its power and effects are changed based on whether it has been incanted, or the subject of a dual-incant. (Dual incant spells take up two slots as both must be stored). The caster then suffers a cooldown as normal. When the kido is re-cast from the ring, it retains its advantages and effects as initially cast, and then triggers the wearer's item cooldown for the appropriate tier. It can, out of combat, also be used in place of a spellbook to learn any kido in existence.
All of the rings are made from the "broken artifact" material and can be fixed by any sufficiently specialized creationist using Extraordinary materials to restore them to their previous condition.
