Hi there, this is sort of a spoilery type question, so be ye warned.
Is captain Unohana still alive on this board?
Also, what is the policy on OC captains?

Unohana is still alive, and Yama is still CC.
This will probably continue to be so at least until Bleach manga has ended. If we choose to jump in plot until the end or sometime later than we are now, they might be opened up (unless we are given canon alternatives to fill the spots).
As far as policy on OC captains, should the spots be opened in the future, it'll probably be the same as it was when 3rd/5th/9th were open; at minimum HL rank (with Bankai) you can take a test to become a Captain (or through plot be placed there through other means in rare occasions I would think). You then hold the position until someone replaces you (canonly or otherwise).

Indeed it is as Hidane has said. Right now OC captains are not allowed. In the future though we shall see if that remains true. Also yes unohana is alive.
