As promised at the beginning of the War event, a number of captain and lieutenant positions will be opening up for OCs to occupy. So here is the question I will be posing in this segment of "Voice Your Opinion": What do you think the requirements should be for taking a captain position, if any?
Currently the staff is leaning towards the follow requirements:
Captain Requirements: - Minimum rank of HL-A, with Bankai unlocked. - Active in at least 3 Gotei related threads in the month prior to sign-up. - 1 month activity trial after being approved for captain-ship.
Lieutenant Requirements: - Minimum rank of HL. - Active in at least 3 Gotei related threads in the month prior to sign-up. - 1 month activity trial after being approved for lieutenant.

If anything, I don't believe that substitute shinigami should be eligible for the positions. Other than that, I suppose it would be the basics like having a decent idea of how SS works, being someone who is active and will create topics and bring the division to life, and have a Zanpakutō that more or less, fits with the division you're going for. That's all that comes to mind for the moment, to be honest.

As for requirements, at least 1-3 posts a week, have to be HL-A. A trial for sure, like a posting trial ran by staff or someone else doing the NPC not something that can be soloed. I'll you know if I think of anything else.

This. Also keep the IC conditions and require a RP sample.
I like all of the pre stated conditions. I don't however think that there needs to be a trial for the position. I think it would be better if there was a vote. You need at least the majority of staff to agree to the position or so many OC characters to state that they think the person is a good Captain candidate. Maybe 4 OC characters have to agree that the person is worth being a captain. The only reason that they would be able to do that as if they have already done a thread with that character in the first place. Also I do agree that no substitute Shinigami should be allowed to become captains.
`I totally see forth appreciation towards the opening of the higher ranks to OC Captains. I honestly feel all shinigami related individuals, including Subshinigami should be allowed to hold the ranks of captains, in addition of being on trine with those whom are original shinigami.

But in all seriousness, I am excited to see OC captains finally becoming a thing. And the named requirements here are good ideas which will certainly be discussed in staff channels. But to throw in some of my own ideas as well.
Substitute Shinigami as captains? I'd personally be against it. Certainly if they are Crisis Core. Crisis Core is a branch of the Gotei with mainly a touch in the human world, agents that have been taught in both. So that duty alone, of a life in the human world and the life of a captain seems impossible to combine due to the duties both possess.
Does that lock subshini and CC from captainhood? Also no. Seireitei might be able to take measures to 'kill' the human or fullbringer form. Leading to their race being converted to shinigami, rather than substitute shinigami. Shikai and bankai transfer. And human/fullbring release may become normal techs. The details of the transition are just that. While I just want to present the scenario of a subshini becoming a captain with all sanctioned trials and requirements in place. And ontop of that losing one of their releases.
Does this mean Mist is putting up candidacy on Raiden? Not at all, the man's a convicted murderer. He's not eligeble.
Other measures, surely, a minimum rank measure would be in place. And granted, some form of activity requirement. Though with the site's design and the spotty activity of nearly everyone here, it'd have to be a more refined measure than a weekly post count.

` Personally, the Crisis Core is post achievable for the sake of human and spiritual relations, albiet which subshini should be allowed to join and inherently become masters of by captain initiation. Being that they are a portion of Gotei, there would be no need to 'kill' the human or fullbring, seaming that they are instated into SS by other captains as a guide in the Human Realm.
`It would be unwise to convert those whom are unwilling, for thats what pushes those individuals to rebel and become vizards. Or if they do die, hollows. For purity in notion, I feel all subshinigami are also a portion of the race into Ascendancy, whether Fullbring or Human.
Only dead people should get it. That doesn't preclude current subshini; they'd just have to die before they take the slot. No trial. Fuck running trials.
As for activity, just have people PM staff for every time they have to wait more than a week for a response from an OC captain, and if staff get lots of complaints about a person, they give them a warning, then remove them from the position.
Obviously a HL-A rank requirement. HL-A is the new HL; AL is the new "strong captain" rank, and AL-A is for powerhouses.
They should also have to run a plot showing how/why their character is chosen.
And death would mean a complete lock-out from human and fb status. Which is a heavy trade off. But perhaps a deterrent to not flood the ranks with subshini captains, so it might do as the way it is. That being said, death of a subshini, in human form, with the shinigami form uncorrupted and free of taint seems tough.

Well if you're going by the canon way to become a captain, there are three methods one of which would be a trial. You can just use all of them and have the trial as optional for anyone who wants to use that route for plot purposes or just pure preference. Also Mist don't forget that most of the original captains were murderers as well, there's also the matter of Kurotsuchi, being a criminal lowers your chances of becoming a captain extremely, but doesn't kill it completely.
Rank requirement, relatively solid fit for zan (although short of 4th and 11th division, I suspect this shouldn't be TOO important), decent activity, all sound good. No substitutes feels...I don't know, maybe there should be some potential for them. Maybe severing their human side entirely? I mean, you want to run one of them, you should be present, and that's hard to do if you spend too much time on Earth.
REALLY liking the idea of OC captains though. Reathin, Chakra and Mana will never hold the position, but it's exciting to have our creations running the show.
My only questions (not criticisms, just clarification) would be what happens to the canon captains? Does this only apply to the seats opened by the deaths in the canon plot (sucks to be a canon, if that's the case)? Or are we going all out and just letting any of them be opened? Maybe a change in the war plot such that any of the captains not currently controlled will either be killed or MIA until someone claims them?

I feel like there has to be some IC interactions with other captains during this process, hence why I suggested a trial. It could just be a level 1 Difficulty and maybe make it optional to increase if they want. I don't know, I just feel it would work better story wise in terms of what that person had to overcome to become a captain.

This is exactly what I'm trying to avoid. I know it makes sense for some sort or reaction with existing captains to take place. But the truth is no one is using the canon captains, which means its just more NPCing work that the staff doesn't want to do, which is what has led to staff burnout and site stagnation in the past. We don't want to completely get rid of canons, as the semi-canon is part of the site's identity, but in recent times this has also made it feel like Canon characters are basically in the way of plot. These changes seek to remedy that.
If you're going to take a position that's this pivotal/important to the storyline, you shouldn't be able to just sit on it because "lol I decide whether my dude or dudette lives or dies" imo. Worst case scenario the character dies and gets replaced/there's some IC stuff that flows because of their death.
