Does the person being fed from have to die for the process to be complete and have the bount learn a technique, or does this happen as log as the Bount manages to feed off the target?

When a soul is absorbed, it is instantaneous and completely. This is why we don't allow it during combat. Nor any techniques having actual soul absorp mechanics in them.

You're not allowed to. Bount consuming is a tricky thing. You'll have to have exacted a death attack -including- the bite as an attack, but without relying on it for the death attack. It would not be calculated in in a possible objection or counter attack. Like, a death attack that counts where something would pierce a ML-A human's heart, yet at almost the same time it hits, you can nom the soul.
