So, only came up because I was buying Kidou and hoping to increase Kidou from Abv Average to Advanced, however as it turns out the shinigami guide doesn't really allow for this.
in the improvement guide it gives examples of the amount of a certain tier you could get to increase the level, shown here:
Cool, I did more tier V but thats beside the point. However, as it turns out the Shinigami guide laughs at this with, ACTUALLY looking at other tech-centric guide they say things along of:
Saying that you can easilly do tier IV at Abv Average but makes no mention of tier V, however Advanced skips tier V and goes straight to Tier VI.

And for each mastery, here are the minimal numbers of technique points required. The Tiers given are examples of possible combinations of techniques to reach the required number:

Below Ave - 6 (3 tier II)
Average - 10 (2 tier III, 2 tier II)
Above Ave - 13 (2 tier IV, 1 Tier III, 1 Tier II)
