Damage Fall Off
For any AoE technique, the tier damage lowers by 1 for each interval of 5m it reaches. That means a tier VII that has an AoE effect do tier VII to anyone within 5m of the epicenter, tier VI to anyone between 5m and 10m, tier V to anyone 10m to 15m etc…

This means a tier 7 technique is:
T7 for anyone in 5 meters
T6 for anyone in 10 meters
T5 for anyone in 15 meters
T4 for anyone in 20 meters
T3 for anyone in 25 meters
T2 for anyone in 30 meters
T1 for anyone in 35 meters
And is completely ineffective beyond that. However:
For Area of Effect abilities/techniques, they follow the same general rules. However, for range they have a different setup. They cannot exceed beyond a radius of 50 meters, or a diameter of 100m.
So basically, there's no point to a 50 meter AoE for any offensive technique if no one feels even a tickle 50 meters from the epicenter.
"But hyoka-chan, I'm not strong enough to shoot a t7"
So this means:
T7 is completely ineffective beyond 35 meters
T6 beyond 30 meters
T5 beyond 25 meters
T4 beyond 20 meters
T3 beyond 15 meters
T2 beyond 10 meters
T1 beyond 5 meters
Get it now? If you factor in the part where anyone can use a T3 (as it has no CD) and block an AoE that has fallen off too far....
Assuming equal advantages:
T7 is worthless beyond 20 meters
T6 beyond 15
T5 beyond 10
T4 beyond 5
Look at my old technique:
Name: 次元斬・絶 (jigenzan zetsu) [Absolute Dimension Slash]
Tier: VII
Description: Dimension Slash at it's greatest output. Charging a powerful iaijutsu attack, the user becomes a blur for a fleeting moment, then everything within 50 meters becomes subject to a blindingly fast barrage of infinite slashes.
Drawback: This individual ability has it's own cooldown, spanning 7 posts.
Tier: VII

I even nerfed it by giving it it's own cd, guess it's my fault for trying to be honourable, right? ._.
There are a few ways to remedy this:
1. Add a minimum range before falloff. An example would be 20 meters. That way:
T7 is reduced to T6 at 25m, T5 at 30m, T4 at 35m, T3 at 40m, T2 at 45m, T1 at 50m.
T6 is reduced to T1 at 45m
T5 is reduced to T1 at 40m
T4 is reduced to T1 at 35m
T3 is reduced to T1 at 30m
T2 is reduced to T1 at 25m
So, effectively, a T7 AoE can be felt through the whole range, but is worthless beyond 35 meters. However, if the strongest technique tier is completely effective beyond 50 meters, then why the hell would anyone become strong? Or learn a T7 AoE as their trump card?
I propose 35 meters. Reason being that Tier 7, which is a trump card for anyone who just learn it at HL, not be something so easily brushed off.
For 35m:
T7 is reduced to T6 at 40m, T5 at 45m, T4 at 50m
That way, one would have to put something on cooldown with a T4 just to counter it if they are within it's range.
Alternatively, the minimum range before damage falloff can be something that increases with the tier used.
So:
T7 at 35m,
T6 at 30m,
T4 at 25m,
T3 at 20m,
T2 at 15m.
This allows lesser tiers of AoE to not become powerful for area coverage or whatever.
2. Increase the falloff intervals. For example, instead of every 5 meters, every 10 meters will give:
T7 at 0-10, T6 at 10-20, T5 at 20-30, T4 at 30-40, T3 at 40-50
Essentially, T7 can be felt through the entire radius, but is actually worthless beyond 40 meters because it can be countered by a T3.
However, this does not solve the problem of lower tiers being worthless at smaller and smaller ranges.
3. Combine 1 and 2: Increase falloff interval and add minimum range.
So for a straight 20 meter minimum range and 10 meter falloff interval:
T7 becomes T6 at 20-30, T5 at 30-40, T4 at 40-50.
It is not so worthless that a no-CD Tier 3 can counter it at max range, and it lets lower tiers also not be crap, even if there isn't a reason anymore for T6 and lower to have anything more than a 40/30/20 meter range. However, using the same argument as before, Tier 7's being easily brushed off kinda kills the reason it exists, especially in combat where stepping a lot is very common.
Let's say the falloff was 15 meters:
T7 becomes T6 at 20-35, T5 at 35-50.
This means a tier 7 will never fall below a T5 effectiveness. I like that.
