Is there a section on the buffing/supporting of others or could someone talk me through the limits? For example placing a shield around someone else, buffing thier strength, allowing them to use an ability through a tech(For example a tech that allows someone else to throw a fireball) stuff like that? Or would it mainly be a case by case, depends what it does basis?

Name: Swapsies Class: Something Tier: III Type: Healing/supplenentary/defensive? Range: Contact Description: By touching a wounded person (with ooc consent) the user can transfer thier wounds to himself, note this does not heal or remove the wounds. The user then suffers the wound as the original owner had it. Instant, two post cooldown.
So it would work as
A and B are on the same team, fighting against C.
C wounds Bs left arm.
A touches B.
The wound is transfered to A, and the physical state of As arm is transferred to B.
A now is wounded on the left arm.
Bs arm is now 'healed'.
So it would not heal Bs arm, as much as move the wound to someone else who would then have to suffer with it or heal it himself. Now my question was:
Is this possible? If not, then could it be possible with drawbacks and wording?
and
As this does not actually heal the wound, would it take the same post requirement to transfer a wound, as to heal it. Sorry for bad grammer, phone is lagging like crazy with all this text.

From the first post, you're talking about several different things together. Here, let me break down a few of the examples you give, and tell you why they would/would not work.
Placing a shield around someone else is completely feasible. It would essentially be treated the same as placing a shield around yourself in regards to rulings and limitations. However, the only added thing would be that the person the shield surrounds cannot be farther than 100 meters from you.
Buffing someone's strength/speed would also work. You would just follow the rules stated in the augmentation and debuffing section of the technique guide. Again, the other person wouldn't be able to be 100 meters away from you for the tech to work.
Your next one however, would not be allowed, if I'm understanding it correctly. Techs that allow characters to share techniques with each other without prior IC training are not allowed.
With your second post, this is how it would work:
You wouldn't be able to transfer wounds from one person to another. If anything, you'd probably be able to take the pain from the wound and transfer it to yourself instead.

It would not be a sharing a tech as much as letting thdm aim a pre created tech. Like if I created a orange ball in front of someone, they could throw it and whatever it hits is set on fire.
And, could I then create a reiryoku/reiatsu/reishi/whatever form of the wound part that acts as the thing? Like an arm comes off, I transfer the pain to myself and createcthem s temporary armxthey can control as well or better than the old one?

That's honestly going to be a case by case basis, depending on the wording of the technique. I cannot give a definitive answer either way without seeing an actual tech.
No. That's basically the same as mid combat healing, which as stated in the tech guide (I would recommend reading through it if you haven't) are disallowed. There is no technique that can be complex enough to create another limb, even at tier VII. The territory you're talking about is item creation.
