From the rules, it specifically states that there are options for techniques above tier 1 that move at bala speeds:
The rules also imply that cero speed for tier IV and above is the -norm-, but not the -rule-. That is to say, one could technically have a technique faster than normal cero speed at higher than tier IV. Is there any sort of ruling in place for this? Is a Tier VI half-bala speed technique possible, on a 4 post cooldown, or something like that? Would techniques over tier IV faster than cero speed be a special thing unique to releases? It's not at all clear, but it seems like adding in some options for faster than cero attacks at the high end might make fights a little more engaging.

-- For Bala Speeds, Its max of Tier II is only the case if there are no drawbacks/justification/trade-offs. This only applies to simple raw-damage techniques. But when there are sufficient drawbacks which are looked at case-by-case however, the maximum damage is raised to Tier IV. However, at Tier III and IV, the cooldown for those techniques is raised to one post for Tier III, and two posts for Tier IV. Remember this only applies to raw damage techniques.
