From the rules, it specifically states that there are options for techniques above tier 1 that move at bala speeds:
The rules also imply that cero speed for tier IV and above is the -norm-, but not the -rule-. That is to say, one could technically have a technique faster than normal cero speed at higher than tier IV. Is there any sort of ruling in place for this? Is a Tier VI half-bala speed technique possible, on a 4 post cooldown, or something like that? Would techniques over tier IV faster than cero speed be a special thing unique to releases? It's not at all clear, but it seems like adding in some options for faster than cero attacks at the high end might make fights a little more engaging.

As it states in the section you mentioned, this is one of those things that is graded on a case to case basis. So I would be hesitant to give an exact ruling. But I will say that increasing cooldown is a drawback in my opinion, so it could possibly be enough depending on how the tech is written.

All I need to know is if it's possible, in general, to make a tier IV/V/VI that moves at faster than cero speeds.
And whether or not "it's a release tech" counts as a drawback, for purposes such as these.

Being a release tech would not count as a sufficient drawback unless the technique were limited in other ways too.
