Fullbring Resonance: This buff will allow you to make a passive ability based on the element/power of your fullbring. The buff can range from offensive, defensive, status inflicting, or healing, but the maximum cap for your abilities will be tier I at beginner, and increasing to that of tier II at average in passive form. With a rank of at least HL, your passive is increased to that of a tier III at advanced. However, this passive ability can also be momentarily traded off in order to use a stronger supplementary form of your ability. This ability will be capped at tier II at beginner and increasing to that of a tier IV at average. At advanced with a rank of at least HL, it may increase to that of a tier V, and to a tier VI at mastered. Durations are graded case by case. Afterwards it will then suffer a one to four post cool down before you can either reactivate your passive or use the supplementary form again.
Okay now that this is out of the way my question is whether or not this line 'Afterwards it will then suffer a one to four post cool down before you can either reactivate your passive or use the supplementary form again' over rides the cool down system in terms of length. It specifically states that it goes into cool down but does it alone go into cool down leaving your other techs free to use? Does its max cool down stay at 4? I ask all this because normally I would go for the base rules but CLAD rules seem to be able to over ride the base site rules.
For example Clad Mold breaker makes you immune to damage from elemental sources, Clad Armor gives you TWO tier bonuses to defense tankablity, Overwhelming power states that it gets its own cooldown and a static stat boost of x3. Resonance while nice with its free passive and activatable secondary effect sounds like it has to follow all the other abilities of the site which makes it basicly just extra techs for free. If I could get some clarification that would be nice.
