Alright, so. Here we are again. I'll try not to get too long-winded this time.
Taken straight from the technique guide, it says that stepping techniques cannot be used offensively, save for Fullbringers. This is all fine and good, but we have a specific -type- of technique we call offensive on this site. Does this mean anything that's not offensive is fair game? Could I use my stepping technique to make an illusion, akin to Utsusemi? Could I bind someone with my Shunpo? Could I Sonido so fast that I cause the air around me to solidify and block an attack?
Like what does it -mean- to use Stepping offensively, for these purposes? I know stepping ceros are silly and should be killed on sight, but what about other more creative uses of stepping? Where's the line, and when do we reach the point where the rules themselves don't seem to specify what is and isn't fair game?

What it means is what it says. You basically can't attack/be offensive while stepping and the reason that's there is to stop people from doing so.
As for the inquiry about making illusions with stepping or using other types alongside your stepping techniques, my input here is no but I can easily be overruled. Stepping is a Type all it's own.
Also, since you mentioned Utsusemi you seem to have overlooked what it says right on the Technique Guide you're quoting from: "-- No stepping techniques can emulate Utsusemi unless the user has Specialized stepping."
Hopefully this clears up any confusion, and feel free to ask further questions if you're still having trouble understanding!

Right, but for these purposes do bindings count as an offensive action? Or is that not an attack from how the rules are designed?
Stepping is its own type, as you stated, but so is offense. So when this rule was made, was it meant to be 'stepping can do anything besides damage' or was it more restrictive.

Generally speaking stepping is just for movement, the only reason fullbringers can do other things while stepping is because thier stepping is just a form of soul communication. I hope this answers your question.

Well, it looks like your answer contradicts Tesla's. Are you saying any usage of stepping that isn't directly tied to movement would be denied, unless one had a fullbringer? Or are we allowed to do anything that doesn't directly damage our target? Offensive is a very specific term in the context of this site, so how 'offensive' is a binding for these purposes?

It means unless you're a fullbringer you can't do anything that would be considered a technique action. So no binding either. And even in the case of fullbringer we would grade such a tech very harshly. Edit: This is what a bringer's light offensive tech is from the canon.
