As the title says. Why do CDs go up when they should in fact go down. Launching a tier IV should not stop you from launching higher tiers but higher tiers sure as shit should stop you launching lower ones. The current system totally flies in the face of the canon, where people use weaker abilities first and move up to the stronger ones. Currently on BSRP using a weak ability and thus locking you out of stronger ones (okay the new update has changed that /slightly/ but I feel the point still stands) makes you a pretty easy target from someone who can proceed to nuke you with relative impunity and without fear of retaliation. My suggestion: make the CD system go the other way. Do people feel me here? I know at least AEVI does and it's not often we agree on anything. xD
What we should actually do is get rid of cooldowns all together and have a rei pool that replenishes post by post, kind of similar to vizard mask and segunda post count but that increases every post instead of decreases but what do I know eh?

Personally I prefer it the way it is now, though not to say that I'm particularly satisfied with either option of the two.
Personally I think each Tier should have cooldowns inclusive of themselves, not intervening with other tiers (i.e. if you use a Tier VI offensive technique, you cannot use another Tier VI offensive technique until the cooldown is over, but you sure as hell can use a Tier VII or a Tier V or a Tier IV.)
Though if I had to choose between the options I think I would choose the current system. Dunno, something about it just clicks better with me.

The problem with that, Hidane, is I've heard that the system is supposed to incentive you to use your lower tiers and build up as is shown in canon. The problem with this is it does the exact opposite, it ENCOURAGES you to blow your biggest load as fast as possible to get it's cooldown started. At the moment for me to get the best possible outcome it's better if I use a Tier 7 Offensive, followed by a Tier 6 defensive (to block their attack) followed by a tier 7 RELEASE offensive which is granted +2 advantages if in bankai and +1 in shikai on top of whatever advantage I gain from rank/masteries/ect. Doing anything else lowers your chance of winning in a fight significantly with that chance being lowered further and further the more you use lower tier techs. At HL-A Tier 3's and below are all but pointless to even bother having as the passive defense masteries all but negate them and at AL, tier 4's become pointless as well despite that they, at that point, have no cooldown.

I do somewhat support this. Specifically the issue of lower tiers putting all the higher ones on cooldown and higher ones not putting the others on cooldown as that does encourage the kind of "quick-draw" fighting you guys are talking about.
But if we took a solution like the reversal, or Dane's example of individual cooldowns for tiers, that would effectively destroy the idea behind cooldown, especially if added to the new system we just implemented.
I would personally recommend making it so the cooldown tiers put everything within that cooldown area and type on cooldown. So basically if you used a tier VII everything tier IV and up in that area and type would be on cooldown. This would prevent the quick-draw idea and wouldn't be as limiting with the new rules we just implemented.
Thoughts?

I think it's still probably slightly more limiting than the current system (because you've effectively put 3 extra tiers on CD but have only opened up 2 more classes relative to the old system). But I mean it helps ease the quick draw issue we currently have at the expense of meaning that people would just not bother to use tier IVs?
I think BM if we implemented your idea, changing the CD from double duration to the current minimum CD applied from the post after the tech finished would work. I.e. you activate a tier IV, use it for 3 posts, and then have 1 post of CD after you've finished.
Feel free to ignore everything below the line- it would be nice for your opinions though even if no-one would even consider implementing it. *shrug*
I will take this moment to tentatively propose a completely alternative kind of "self-replenishing rei pool" system. Whereby at higher ranks you gain a wider pool of rei, and all techs drain out of the same count. It would also restore itself (more at higher ranks and at higher rei control mastery). It's way simpler to keep a track of- you have 1 number and using any tech subtracts its tier from it.
The issue of the current system is having to juggle cooldowns for 4 technique classes, 7 technique types, and 4 possible tiers. Like that's upwards of 100 things to potentially (though not realistically I know) keep track of.
IMHO it would make combat way more interesting. Because in order to do any significant damage you would have to put yourself at risk by using stronger techs as the weaker ones would only ever do minimal damage- and it also makes 0 sense in that system to just spam tier VIIs from the start. Careful calculations can mean that it replenishes at a rate fast enough that no fight ends up being two people standing around waiting for their rei pool to recover (anyways if in that situation you revert to H2H/Zanjutsu anyways). We know people have a rei pool in canon and can't just keep fighting forever and ever.
Literally the only reason people don't like the idea of the "mana pool" is because it reminds them of the fucking retarded "cost" system on the old site which had the key difference of (1)Having 99 different costs and each tech having a wildly variable creation/maintain cost which this totally gets rid of, and (2)Not actually having a "mana pool" for the cost to come out of so it was basically honour system with kido numbers.
It provides so much more freedom than the CD system which kind of arbitrarily restricts what techs you can use in sequence for no other reason than to stop OPness. A rei pool would make combat way more versatile and unpredictable. This kind of system is so great because it balances itself- sure you can use 4 tier VIIs back to back but then u gon get #rekt.
