This is a request for NPCing for plot.
Since Moeru 'Kujaku' Hirashi was a dummy and pushed Nessa out her gigai, C46 will want to talk to him and Blod, as they know that Nessa was hollowfied, and they also know that she was saved from actual hollowfication by being sealed into a gigai that removed her powers- until Moeru fucked it up.
I'm not sure if they'll put an arrest/capture warrant out for her, however it's been clarified that her initial hollowfication is not her fault (and she was viewed as a victim and counted amongst the dead of hole crisis). What C46 will need to ascertain is whether or not being removed from her gigai was her fault.
If it was Moeru and Nessa colluding then there's an execution warrant put on both of them.
If it was Moeru just being a little dummy he'll probably get some form of punishment (not sure what) but IDK about Nessa. Yes she is visored, but I'm hoping that this can lead plotwise into her being exonerated.
